The Role of Europe in the New Great Power Competition

Details: The 2017 National Security Strategy of the United States and its companion, the National Defense Strategy of 2018, introduced a new macro-narrative to the national and international security discourse by introducing a new era of great power competition, primarily with China, and to a lesser extent, with Russia. There is little evidence that the Biden administration will depart substantially from this narrative of great power competition. A question for Europeans, the answer to which is vitally important to the United States, is will Europe join the United States in a single, liberal, democratic pole? Or will Europe stand on its own as a third pole in a multi-polar global system? What is the meaning of European security autonomy? These are issues that Rector Mogherini, former High Representative of the European Union for Foreign Affairs and Security Policy, will address.

Federica Mogherini has been the Rector of the College of Europe since September 2020. She has co-chaired the United Nations High Level Panel on Internal Displacement since January 2020. Previously, she has served as the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, from 2014 to 2019. Prior to joining the EU, she was Italian Minister for Foreign Affairs and International Cooperation (2014) and a Member of the Italian Chamber of Deputies (2008-2014).
