Details: The predominant cyber defense strategy (a layered stack of commercial off-the-shelf software) is inadequate. Advanced persistent threats (APTs) are neither deterred nor reliably denied access to critical IT systems. These layered stacks are effectively cyber Maginot Lines which APTs have no difficulty bypassing. If a stack is not a strategy, then what is an effective strategy to deter adversary aggression in a live cyberconflict in which civilians and allies are part of theatre?
